Dana 14.10.2019. godine, Federalna uprava za inspekijske poslove započela je vršenje drugog ciklusa pojačanih inspekcijskih nadzora u 2019. godini s ciljem suzbijanja sive ekonomije u Federaciji Bosne i Hercegovine. Pojačane inspekcijski nadzori vrše se na području svih deset kantona Federacije Bosne i Hercegovine u saradnji s kantonalnim upravama za inspekcijske poslove, putem zajedničkih multidisciplinarnih timova koji kontrolišu zakonitost poslovanja privrednih subjekata u oblastima trgovine, turizma, rada, poljoprivrede, zdravstva, urbanizma i ekologije, saobraćaja, šumarstva, voda, veterinarstva, rudarstva, te termo i elektroenergetike. Specifičnost ovih aktivnosti, između ostalog, je i da se inspekcijski nadzori vrše u neradne dane i sate, odnosno tokom vikenda i poslije redovnog radnog vremena. Fokus federalnih inspektora je, između ostalog, na provođenju Zakona o fiskalnim sistemima, Zakona o unutrašnjoj trgovini i drugih zakona koji se tiču trgovačko-ugostiteljske djelatnosti.

U periodu od 14.-27.10.2019. godine, u okviru pojačanih inspekcijskih nadzora ostvareni su sljedeći rezultati:
- izvršeno je 899 inspekcijskih nadzora i 20 kontrolnih nadzora;
- sačinjeno je 899 zapisnika;
- utvrđeno je 547 prekršaja, što podrazumijeva izdavanje 547 prekršajnih naloga s ukupnim finansijskim efektom u iznosu od 765.960,00 KM;
- utvrđen je iznos za naplatu od ukupno 2.599.422,00 KM na ime naknada za vode, šume, ceste i zrak;
- izrečeno je 77 upravnih mjera, od kojih se 32 odnose na mjere privremene zabrane rada (29 rješenja o zabrani rada fizičkom licu zbog neposjedovanja sanitarne knjižice, 1 rješenje o zabrani rada zbog neurednog vođenja trgovačke knjige, 1 rješenje o zabrani prometa nedeklarisane robe, 1 rješenje o zabrani rada zbog neispunjavanja minimalno tehničkih uslova);
- od 318 kontrolisanih privrednih subjekata u pogledu primjene Zakona o fiskalnim sistemima, konstatovano je da svi kontrolisani subjekti nadzora posjeduju fiskalni uređaj;
- 41 subjekat nadzora nije izdavao fiskalne račune za prodate robe i izvršene usluge.
Podsjećamo, u toku prvog ciklusa pojačanih inspekcijskih nadzora koji je trajao od 18.3. do 21.7.2019. godine, ostvareni su sljedeći rezultati:
- izvršeno je 539 inspekcijskih nadzora i 100 kontrolnih nadzora;
- utvrđeno je 3.230 prekršaja, što podrazumijeva izdavanje prekršajnih naloga s ukupnim finansijskim efektom u iznosu od 519.453,00 KM;
- izrečeno je 066 upravnih mjera, od kojih se 175 odnose na mjere privremene zabrane rada (114 rješenja o zabrani rada fizičkom licu – nedostatak sanitarne knjižice, 42 rješenja o zabrani prometovanja sadnog materijala, 4 rješenja o zabrani rada ugostiteljskom objektu, 3 rješenja o privremenoj zabrani izvođenja građevinskih radova, 1 rješenje o zabrani prometa namirnicama, 2 rješenja o zabrani rada trgovine, 3 rješenja o zabrani rada ćumurane – žežnice, 1 rješenje o zabrani rada zbog neispunjavanja minimalno tehničkih uslova, 1 rješenje o zabrani prometovanja građevinskih proizvoda, 3 rješenja o zabrani rada pilane – pečaćenje, 1 rješenje o isključenju autobusa iz saobraćaja zbog tehničke neispravnosti;
- od 1.803 kontrolisana privredna subjekta u pogledu primjene Zakona o fiskalnim sistemima, konstatovano je da četiri (4) subjekta nadzora ne posjeduju fiskalni uređaj;
- 248 subjekata nadzora nije izdavalo fiskalne račune za prodate robe i izvršene usluge.
U periodu od januara do septembra 2019. godine, Federalna uprava za inspekcijske poslove je u saradnji s kantonalnim upravama za inspekcijske poslove, prema do sad pribavljenim podacima, evidentirala 5.005 lica zatečenih na radu „nacrno“.
Obavještavamo javnost u FBiH da će drugi ciklus pojačanih inspekcijskih nadzora trajati do kraja tekuće godine, te koristimo priliku da ponovo pozovemo sve privredne subjekte nadzora u Federaciji BiH da preispitaju svoje poslovanje i blagovremeno ga uvedu u zakonske okvire, a kako ne bi bili predmetom represivnih inspekcijskih mjera, odnosno finansijskog sankcionisanja.

Federalna uprava za inspekcijske poslove je samostalni federalni organ uprave. Formalno je organizovana i otpočela sa radom u januaru 2007. godine, temeljem Zakona o inspekcijama u Federaciji BiH. Sjedište Federalne uprave je u Sarajevu. Federalna uprava obavlja poslove iz nadležnosti federalnih inspekcija koje su organizovane u sastavu uprave, i vrši i druge upravne i stručne poslove utvrđene posebnim zakonima. Nadležna je za obavljenje inspekcijskih nadzora nad primjenom federalnih propisa i propisa BiH kojima je utvrđena nadležnost entitetskih inspekcija za vršenje inspekcijskog nadzora, kao i drugim propisima.
